Grading System
On the basis of monitoring and rating assessments of students' knowledge of higher education institutions

This position taken by the order № 204 from June 11, 2009 the Ministry of Higher and Secondary Special Education of Uzbekistan, and registered under number 1981 dated July 10, 2009 at the Ministry of Justice of Uzbekistan.
According to the order № 333 from August 25, 2010 the Ministry of Higher and Secondary Special Education of Uzbekistan This provision has been revised in the light of the adopted amendments and additions to and registered under № 1981-1 dated 26 August 2010, the Ministry of Justice of Uzbekistan.
The above provision is intended to organize the control of knowledge and rating assessments of university students on the basis of the laws "On Education" (Newsletter of the Oliy Majlis RUz.1997 St. 9 § 225), "On the national training program" (Newsletter of the Oliy Majlis of Uzbekistan . Article 11, 12, p.295), as well as on the basis of the Decree № 343 of   Council of Ministers August 16, 2001 "On approval of state standards in higher education" (Code of Laws of the Republic of Uzbekistan, 2001, t.15-16, p. .104).

I. Basic Rules
1. Supervising students' knowledge and based on the rating to improve the quality of education and competitive in the future to identify personnel to manage the quality of students mastering subjects.
2. The main function of the rating:
a) knowledge of students must meet the requirements of Conformity, test and analysis of the abilities and skills;
b) assess the main areas of knowledge and skills of students:
easy to determine, in accordance with state educational standards, scientific and reliability;
c) organization and verification of students' knowledge on subjects in accordance with the deadlines, then their analysis;
d) to develop a desire to work independently of the students, must provide timely means of information technology;
d) objectively and fairly assess students' knowledge, timely familiarize the students with the results of assessments;
e) To ensure a comprehensive and systematic training of students;
g) to provide computer equipment to students of the educational process.
3.Carry out an assessment of knowledge of pupils in subjects of semester on the basis of rating magazines and according to certain estimated criteria.

II.Types of control and its procedure for
4.Types of control, and its order and setting the evaluation criteria established at the suggestion of the head of Department and reviewed and approved at the educational-methodical Council of the University faculty, and then examined in accordance with the work program activities in each subject.  
5. On the first training session the teacher noted the students in each subject is given all the information in the table rankings, the types of control, its form, quantity, and the maximum score for each type of control the maximum score, respectively - and on current and interim controls.
6. In order that level of knowledge conformed to the state educational standards, during carrying out the following types of control it is necessary to pay attention on:
• Ongoing monitoring - a method of identifying and assessing the degree of assimilation of students with knowledge and practical skills in the subject. Current monitoring on the subject - in workshops, laboratories and workshops held in the form of oral questioning, testing, interviews, reference works, colloquium, checking homework.
• Interim control - a method for determining and assessing the level of the knowledge and practical skills in the curriculum traversed (including those passed by a few) on the subject during the semester. Number of hours for a PC (preferably not more than 2 times per semester) and form (written, oral, testing, etc.) are set from the total number of hours allocated to a subject.
• Final control - a method of assessing the level of assimilation of knowledge and practical skills in the curriculum traversed on the subject. The final control is carried out in the form of "written work" (in higher medical schools, "written work" takes the form of DCI (the objective of a clinical trial). Given the characteristics of certain specialties and areas based on the decision of the Scientific Council for 40% of subjects overall control can be carried out in other forms (oral, testing, etc.).
7. During the interim monitoring committee, led by Head of Department, examines the work undertaken and in case of any violation, annul the results of the computer and assigns a new re-sit on the interim review.
8. On the orders of senior educational institution, a commission under the control of the internal control and monitoring system that examines and verifies the results of the final control in case of detection of violations and shortcomings in the conduct of the IR - Results of final control is completely void and appointed Retake.
9.After the school year as a result of the final rating of students' knowledge of control by the transfer of students from course to course in the appropriate order of the leadership of the university.

III. The criteria and procedure for evaluation of knowledge
10. Level of mastering knowledge and skills in each subject of students is assessed a rating system and expressed in terms of number of points.
11.During the semester student learning level of each subject is assessed through a 100-point system.
Of the total - 100 points for each type of control is allocated:
• total control - 30 points;
• the current and interim control - 70 points (on the basis of special items and 70 points allocated shares in the right quantity at the Department for the current and interim control).
13. In rating the book the student separately assessed course work (project report-and-graphic work), work practice. Final state certification in the subjects report on labor practices, and graduate students in research and scientific-pedagogical work, master's thesis - the level of learning is assessed in a 100-point system.
14. It is recommended to apply the following criteria for assessing the level of mastering the subject to students (hereinafter referred to as examples of criteria):
a) To receive 86-100 points on the level of learning material to students must meet the following requirements:
• the ability to make findings, conclusions and final decision;
• creative thinking;
• independence and autonomy of decision-making;
• Ability to apply knowledge in practice;
• understanding the essence of things;
• knowledge and ability to talk;
• Ability to represent the essence of
b) to obtain a score of 71-85 students to the level of knowledge should meet the following requirements:
• independence
• Ability to apply knowledge in practice
• Understanding the essence of objects

a) to obtain a score of 55-70 level of knowledge should meet the following requirements:
• understanding the essence of things;
• knowledge and ability to talk;

15. On the basis of exemplary criteria in certain subjects displayed accurate assessment criteria for the current and interim control, then approved by the head of the department and submitted to the note of the students.
16. Special subjects develop assessment criteria for the final control, based on the above criteria, sample assessments, and then argue on scientific and methodological council of the university and brought to the attention of the relevant departments (deans and chairs) of the university.
17.During the time of the current, intermediate and final control of the student's performance on the subject for self-study points stand out from the total amount allocated to all of the control points.
18. A one-semester student in each subject is set rating: from 100 -
• In - dedicated to the subject for a semester total workload (in hours)
• V-level study of the subject (in points).
19. Based on the total score on the subject selected for the current and interim controls, recruited students at least 55 points, in this case it is not allowed to participate in the final inspection. If the student typed in the subject 55 points or more, in no event shall be non-admission to the final inspection.
  In higher medical schools if the selected points on the subject of the current, intermediate and final control of 55 %, it recruited for the current and interim control by 55 points or more are allowed to the final inspection.

20. During the semester, students in the subjects recruited for each type of control total score is counted as compliant.
IV. Dates of control.
21. Intermediate and total control is carried out according to the thematic plan and the magazine of rating control from dean's office. Total control is carried out on the termination 2х weeks.
22. The student must pass the course work (or project) on the subject before will be counted the total number of points.
23. To students gathered for the current and interim control the lowest score or did not participate for whatever reason, was able to retake the subject and be allowed to control the outcome, it seems certain period of time to re-sit the current and interim controls.
Students who studied not because of illness and time have not passed the current, interim and final control, by order of the dean of the faculty is allowed to ensure that within 2 weeks to fully repay the debt.
24. If student scored per semester for the current, interim controls less than 55 points or at the end of the semester scored on the current, intermediate and final control less than 55 points, it is considered academic debtors.
In higher medical school if during the semester on the subject of the current intermediate and final total score below average, the student is considered academic debtors.
25. If student disagrees with the results of control after the announcement of the test results within one day may apply to the Dean of the Faculty a statement. Based on the statement signed by the Dean of the Faculty and Rector's order, a special Appeals Committee consisting of not less than 3 (three) people.
Appeals committee submitted a statement the student on the same day gave his decision and conclusion.
26.According to the requirements on time estimation is carried out checking the control of the dean, head of the department with a teaching and Monitoring Department.

V. Registration of rating results and the order of summing up (review)
27. At the end of the semester all students received on the subjects in all types of control points are recorded in the rating sheet. In rating the book in the column "Number of lessons" written allotted to each item of training hours on the training load in the column "Assessment on the subject," quantity of exhibits Scoring 100 points. Students received scores below the rating scale in the book are not displayed.
28. All the controls for all types of results are recorded in a group journal and statements and on the same day (if the control was carried out in the form of written work, within two (2) days) shall be brought to the attention of students.
29. According to the results of the final control of the teacher clarifies the rating of students on the subject and fills the columns in a book and a rating sheet.
30. Rating shows the level of students obtained their knowledge and skills. Overall Rating learner in all subjects per semester (the course) is defined by a score rating.
  31. The total rating of students for each semester is declared at the end of the school year.
  32. Rating in subjects passed in each semester, processed and entered into the dean's office annex to the diploma or academic certificate.
To establish and issue a diploma with honors are taken into account the ranking of subjects each semester.
33.All results of the inspection types of students are constantly being made in memory of the computer departments, and dean of studies, carried out continuous monitoring.
34. Results of the current, intermediate and final control are discussed and analyzed at faculty meetings, faculty councils and scientific councils of the university and appropriate decisions.
VI. Final rules
35. Ministry of Higher and Secondary Special Education Test Center in conjunction with the Cabinet of Ministers organized by test and control test ratings and rating points.
36. Conflicts arise when implementing the objectives of this Regulation will be decided on the basis of the law.
37. This situation is compatible with the National Test Center under the Cabinet of Ministers, the Ministry of National Education, Ministry of Health, Ministry of Agriculture and Water Resources, Ministry of Culture and Sports, Academy of Arts of Uzbekistan Agency of Communications and Information messages Uzbekistan, State joint-stock company "Uzbek Railways" , State Tax Committee and Navoi Metallurgical Combine.
